In 1989, Dowse made her acting debut as Angela Quartermane in an episode of the TV show Almost There.

In TV shows like ALF, Full House, Murphy Brown, Seinfeld, Buffy the Vampire Slayer, ER, Charmed, Shark, The Mentalist, Monk, and House, she had several appearances starting in 1989. In the comedy movie Guess Who from 2005, starring Ashton Kutcher and Bernie Mac, Dowse made an appearance.

After playing a supporting role on Beverly Hills, 90210 in 1990 and Judge Rebecca Damsen on The Guardian from 2001 to 2004, Dowse rose to fame for her portrayal as Yvonne Teasley on that show. She voiced Officer Shirley in the final three seasons of the Nickelodeon animated series Rocket Power from 2000 to 2004, taking over for CCH Pounder, who had done so in the first season. In the 2020 thriller Fatale, which also starred Hilary Swank, Michael Ealy, and Mike Colter, she played Valeria.
